[Sunbeam Talbot Email List] Accelerator cable problem

Hi Guys  - I'm having problems with my accelerator cable, (it's new) it takes a lot more pull than the standard spring  on the carb to return it to the idle position.  Question what is the purpose of the rubber sleeve (that I don't have) Item # 25 parts book page77 and where does it fit?  Thanks  Ed
