Hi Ed...
Why am I not surprised?  VB has a reputation for sending something, whether
it's right or wrong, to fulfill every order they get.  I have heard your
story from many British Car owners about VB.  I even had it happen to me.  I
suggest you just return the cylinders for a refund.
I stopped buying from VB because they just seem to be in a London fog.
